International Refugee Law (June 10 &#8211; 14, 2012):</strong></p><p>Course Description: The course will provide post-graduate students, international agency staff, NGO workers, lawyers and others working with refugees or interested in refugee issues with an introduction to the international legal framework which governs the protection of refugees. Through lectures, case studies and small group sessions, course participants will learn about the basic features of international refugee law including the components of the international refugee protection regime; the elements of the definition(s) of &#8220;refugee&#8221; contained in international instruments; the ethical and professional obligations of those representing refugees; the basic elements of the process by which refugee status is determined; and, the rights of refugees under international law. A background in law is useful but not required.</p><p>About the Instructor: Parastou Hassouri has previously taught international refugee law at the American University of Cairo and has extensive experience in the field of international refugee law and refugee and immigrant rights. She recently spent three months as a Consultant in the Resettlement Unit at the UNHCR office in Moscow. Her previous experience also includes research on the resettlement of Iraqi refugees out of the Middle East to third countries. She has worked as a Legal Advisor and Sexual and Gender-Based Violence Focal Point at Africa and Middle East Refugee Assistance (AMERA) in Cairo. Her experience in the United States includes serving as an Attorney Advisor at the Immigration Courts of New York City and Los Angeles and working as an immigration attorney in private practice in New York City. In addition, she designed and directed the Immigrant Rights Project at the American Civil Liberties Union of New Jersey, where she focused on responding to ethnic profiling and other forms of anti-immigrant backlash in the United States in the aftermath of the attacks of September 11.</p><p><strong>2. Demographic Measures of Migration (June 17-21, 2012)</strong></p><p>Course Description: This course aims at providing post-graduate students, international agency staff, NGO workers, government officials and others working in the field of migration data systems or interested in working in this field with an introduction to the demography of migration, including data sources, data collection, and analysis of international migration data. By the end of the course, and through presentations, case studies and real country data from developing and developed countries, participants will be able to identify migration data sources, read and understand the meanings of migration statistics, rates, and indicators, and be able to calculate main migration indicators. A very basic knowledge of mathematics, use of handheld calculators or Excel is required.</p><p>About the Instructor: Ayman Zohry (Ph.D. University of Sussex) is an Expert on Demography and Migration Studies based in Cairo, Egypt. He is the founding president and president of The Egyptian Society for Migration Studies (EGYMIG). Following his early interests in Arab and Egyptian demography (1987-1998), Dr. Zohry’s research interests have shifted increasingly to the study of migration. Dr. Zohry is the chair of the Scientific Panel on International Migration; the International Union for the Scientific Study of Population (IUSSP). Dr. Zohry is an adjunct professor at the Center for Migration and Refugee Studies (CMRS), the American University in Cairo, and a senior lecturer of demography at Cairo Demographic Center (CDC). His current research interests include migration and labor circulation, international migration, illegal/irregular migration, and migration policies in the Middle East and North Africa (MENA), and Europe.</p><p><strong>3. Refugee and Migration Movements in the Middle East and North Africa: Before and After the Arab Spring (June 24 -28, 2012):</strong></p><p>Course Description: For decades, the Middle East and North Africa (MENA) region has been plagued by a multitude of political and socio-economic challenges. Population displacement has featured prominently among these challenges, and is firmly embedded in the geo-political realities of inter-State conflict and internal civil strife, as well as predominantly undemocratic systems of governance, yet it does not feature as prominently as it should in the study of the region. MENA hosts the world’s largest and longest-standing refugee problem: that of Palestinian refugees, in addition to millions of displaced Iraqis, and thousands of other displaced groups. This course will analyze the trends, causes, and consequences of asylum and migration for individuals and societies in MENA before the Arab Spring, while highlighting the political and historic context, as well as analyzing the impact of the massive uprisings in the region on displacement movements and policies towards addressing them. How have refugees and migrants fared as a result of the Arab Spring? Will the human rights discourse which has pervaded the uprisings in MENA have a positive effect on advocacy for refugee and migrant rights? Or have the uprisings taken on a more nationalistic direction, that can potentially exclude refugees and migrants? What will the impact on the political changes be on policies towards displacement movements in the region? These are among the questions the course will set out to address.</p><p>About the Instructor: Shaden Khallaf is currently teaching at the Center for Migration and Refugee Studies (CMRS) and the Law Department of the American University in Cairo (AUC) after having worked at the United Nations High Commissioner for Refugees (UNHCR) for many years, where she most recently acted as policy officer and advisor on Middle Eastern humanitarian and political affairs. She has professional experience and academic background in international human rights law, globalization, democratization, and gender issues in the Middle East and North Africa. Shaden also has experience analyzing political transformations and their impact on population displacement and human rights, especially of Iraqi refugees. Throughout the Middle East and from UNHCR Headquarters, she has worked on refugee status determination, improving conditions of detention, addressing the particular needs of refugee women and children, finding durable solutions, mainstreaming refugee rights within broader human rights discourses, strengthening coordination between UN Agencies, promoting respect for international human rights standards, post-conflict reconstruction, strengthening institutional advocacy for and public awareness about UNHCR, and strategic policy planning. Shaden will be researching and assessing the impact of the Arab Spring on asylum, protection, and human rights in the MENA region in 2012.</p><p><strong>4. From Borders to Boundaries: Migration in an Age of Globalization and Transnationalism (July 1- 5, 2012)</strong></p><p>Course Description: Global trends in migration are changing our sense of loyalty, place, and identity. This interdisciplinary course will explore the frontiers of citizenship and minority rights, border controls and security, and communication and culture by examining the cross-border social formations and their erosion of nation-state hegemony. Models of multicultural citizenship will be discussed, introducing non-territorial alternatives to national belonging such as transnationalism and post-nationalism. The politics of identity, race, and &#8220;Other&#8221; will be presented through the lens of three different case studies: 1. Muslims in Europe, 2. Diaspora and labor migrants in Israel, and 3. Transborder migrants and the Arab Spring. Students will gain a theoretical background into the history of of nationalism (Gellner, A.D. Smith), the conflict between communitarianism and liberalism (Taylor, Rawls, Kymlicka, Parekh), and will engage in discussions and debates on the topics of race, ethnicity, patriotism, social inequality, and rights.</p><p>About the Instructor: Allana Haist (PhD, TU Chemnitz, Germany) is a social justice and diversity specialist whose research interests are in migration, integration and ethnic relations. Dr. Haist works part-time as a researcher for the Gerhart Center for Philanthropy and Civic Engagement (AUC) and also as an editor for the Center for International Private Enterprise, Cairo. She will be teaching &#8220;Migrants and Refugees in International Migration&#8221; this Fall (2012) at the Center for Migration and Refugee Studies as well as &#8220;History of Political Theory&#8221; for the AUC&#8217;s Department of Political Science.</p><p><strong>Eligibility for all courses:</strong><br /> The courses are offered for graduate level students, researchers and practitioners in the field of migration and refugees. There will be several [...]]]></description> <content:encoded><![CDATA[<p>Institute for International Health and Development &#8211; IIHD</p><p>The distance learning module on Psychosocial Interventions with War-affected Populations will be starting on 27th August 2012 and will run for 6 weeks during which time students will be engaging actively with the teaching materials and with one another via the WebCT programme. There will be several compulsory and optional tutorials to complete during this time, as well as an assignment to be handed in in April. As this is a distance learning course, all interactions will be via the web and students need access to the internet during this time.<span id="more-2198"></span></p><p>The module seeks to establish critical competences for the advocacy, conceptualisation, appraisal, planning, implementation and evaluation of psychosocial programmes for war-affected populations, displaced persons and refugees.</p><p>On successful completion of the module the student will be able to:</p><ul><li>Identify and conceptualise the nature of the threat to personal and social well-being posed by conflict and forced migration</li><li>Analyse and conceptualize psychosocial needs &#8211; and interventions &#8211; with respect to relevant psychiatric, psychological, social and cultural frameworks and synthesize relevant insights</li><li>Critique the roles of culture and identity in shaping the experience of conflict and forced migration</li><li>Critically appraise a variety of examples of psychosocial intervention with war-affected and forced migrant populations</li><li>Effectively and coherently plan a psychosocial intervention sensitive to local circumstances</li><li>Demonstrate critical awareness of relevant criteria and strategies for the effective evaluation of psychosocial programmes</li></ul><p>The content of the module will include:</p><p>- the impact of war and forced-migration;<br /> - socio-political dimensions of conflict &amp; the effects on psychosocial well-being;<br /> - trauma discourse and Post-Traumatic Stress Disorder;<br /> - alternative approaches to the conceptualization of psychosocial needs;<br /> - cultural dimensions of social suffering;<br /> - psychosocial intervention with children &amp; rights perspectives in work with children;<br /> - gender and vulnerability;<br /> - HIV/Aids &amp; psychosocial well-being in situations of conflict;<br /> - practice guidelines in psychosocial intervention;<br /> - programme monitoring and evaluation.</p><p>In academic year 2012-2013, this course will start on 27th August 2012 and run interactively for 6 weeks until 5th October 2012. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states.<span id="more-2177"></span></p><p><strong>SCOPE OF WORK:</strong><br /> The Women’s Protection and Empowerment (WPE) Coordinator is responsible for providing overall leadership, guidance, coordination and technical support to IRC’s WPE programs throughout South Sudan. The WPE Program Coordinator will contribute to external coordination efforts and initiatives to maintain IRC’s leadership on GBV programming in South Sudan. S/He will also collaborate with key staff in Health and Protection, and work with the Deputy Director for Programs, to achieve the managed growth of IRC’s WPE programming including in the development of strategies and proposals.<br /> The position is based in Juba with regular travel throughout South Sudan to monitor program activities, mentor program staff and undertake assessments to expand WPE programming.</p><p><strong>ESSENTIAL FUNCTIONS:</strong><br /> The WPE Program Coordinator will provide regular technical support and field-based monitoring visits to WPE teams working in Lakes, Facilitate regular and strategic engagement by InterAction members with relevant U.S. government offices and officials and UN entities on thematic and context-specific protection objectives. Foster and maintain successful working partnerships, undertaking outreach to relevant external stakeholders within the US government, UN entities, subject matter experts, and others.</p><p>4. Initiate and facilitate efforts to help to ensure that protection considerations are included in relevant context-specific and other thematic policy development and advocacy activities.</p><p>5. Undertake field visits, including jointly with InterAction members, to assess humanitarian need and responses in contexts of concern, and develop and pursue recommendations to address protection concerns.</p><p>6. Represent InterAction in external fora and inter-agency coordination mechanisms, such as the IASC, the Global Protection Cluster and US government consultations, in close collaboration with InterAction members.</p><p>7. Identify critical gaps, barriers, and opportunities to advance humanitarian protection and work closely with HPP team members, Protection and context-specific Working Groups, and other members to address them.</p><p>8. At a political level, medica mondiale actively advocates the enforcement of women’s rights and interests and demands consistent punishment of crimes as well as effective protection, justice and political ownership for women survivors of sexual and gender based violence.<span id="more-2132"></span></p><p><strong>Background</strong><br /> Since 2006, medica mondiale has been working in rural areas of Liberia to implement a comprehensive programme to tackle the consequences of sexualized and other forms of gender based violence against women and girls through a multi-sectoral, interdisciplinary approach, contributing to their protection and empowerment and reinforcing their access to justice and the health system.</p><p>One major programme is the Recovery and Empowerment Programme for survivors of sexualised violence Recovery and Empowerment Programme for survivors of sexualised violence Recovery and Empowerment Programme for survivors of sexualised violence Recovery and Empowerment Programme for survivors of sexualised violence that interlinks the following main areas of action: Reco Reco Reco Recovery very very very for survivors of violence through supportive psychosocial counselling; trauma sensitive reproductive health education; social and political empowerment; setting up community based protection networks protection networks protection networks protection networks through community mobilisation and the establishment of protection<br /> focal points; promotion of structural changes at a political level through advocacy promotion of structural changes at a political level through advocacy promotion of structural changes at a political level through advocacy promotion of structural changes at a political level through advocacy towards equal rights, protection, and justice for women. This programme is part of the Reintegration and Recovery Programme (RPP), a development programme of the Republic of Liberia, co-financed by the Federal Republic of Germany through KfW Development Bank. Within the framework of RRP, medica mondiale works in partnership with Welthungerhilfe (infrastructure and agricultural programmes) and IBIS (education).</p><p>In addition, medica mondiale has set up a project focusing on Ivorian refugee women and girls project focusing on Ivorian refugee women and girls project focusing on Ivorian refugee women and girls project focusing on Ivorian refugee women and girls (Support to Ivorian Refugees and Host Communities, SIRHC) residing in host communities in Southeast Liberia, where<br /> mobile teams are providing assistance to sgbv survivors and women at risk: They are offering psychosocial and Reproductive Health counselling for women and girls survivors of SGBV and or post conflict trauma, with special focus on sexualized war violence; are raising the awareness on SGBV in the communities and are training Focal points (Community Volunteers) for the reporting of SGBV cases as well as in basic supportive counselling skills and the referral pathway.</p><p><strong>Project Setup</strong><br /> medica mondiale operates in three south-eastern counties of Liberia: Grand Gedeh, River Gee and Sinoe, with its main field office in Zwedru. The duty station of the Trainer will be in Zwedru Zwedru Zwedru Zwedru, however the position requires frequent travel to all field locations. medica mondiale has approximately 70 staff in Liberia (both technical and support). In addition, medica mondiale works with approximately 50 focal point women in communities (called community volunteers) and nine coordinating staff of the community volunteers, called district counsellors.</p><p><strong>Position summary</strong><br /> The psychosocial advisor and trainer is responsible for increasing the capacity of medica mondiale’s technical staff as well as the community volunteers and district counsellors. A training manual has been developed and tested for this purpose which covers the topics self-awareness, gender and violence, basic helping skills, advanced helping skills, facilitating change in communities and ethical principles of professional helpers. A training program / calendar exists. Most staff has already received training but continuous refreshers are required. The psychosocial advisor will work closely with and mentor her national counterpart.</p><p>The psychosocial advisor will also respond to training requests from partners and other organizations and design trainings which fall within medica mondiale’s area of expertise. She will conduct Training of Trainers and document all trainings.</p><p>The psychosocial advisor will also provide coaching to psychosocial counsellors from both projects. She will monitor the peer support system amongst all staff that provide psychosocial services to survivors of violence and make sure that adequate self-care mechanisms are in place to increase the resilience of the staff.</p><p>The psychosocial advisor will oversee the quality of psychosocial services with medica mondiale’s quality management tools and assist staff in increasing their capacity to offer high quality services. She reports to the Head of Mission in Liberia and the Senior Program Manager in Cologne. She possesses strong leadership and interpersonal skills and a passion to build local capacities.
